News : Student loan loads block home, car purchases

USA Today - Should college students get a re-do on their student loan debt? Maybe be offered a way to refinance high-price private college debt to a lower rate? What about some options for cleaning up a credit history after running into trouble with college debt?

The Consumer Financial Protection Bureau outlined a few ideas last week at a field hearing in Miami on student loan debt. The potential help would apply to private college loans, which are offered by banks and other financial institutions.

Private loans amount to about $150 billion of the college debt out there; billions, yes, but still a fraction of the $1.1 trillion in outstanding student loans. Most student loans are federal loans. Yet, private student loans are quite costly, and regulators are reviewing various ways to help consumers tackle that debt.

Just getting a look at some of the consumer comments about student debt proves insightful.

One interesting fact: The high cost of student debt is stopping many young consumers from buying big items, such as new cars, homes and furniture.

Nearly 30,000 Americans commented to the federal consumer watchdog agency on the student debt issue, and many discussed day-to-day struggles.

One borrower, Debra, told the CFPB, "I can't buy a house because of my student loan. I have to rent." Another borrower, Daria, said: "These loans are stunting my growth as a citizen. No car. No home."

While a college education is an important step on a pathway to prosperity, it's turning into a financial sinkhole for some borrowers who aren't able to find stable paychecks.

Samantha told the CFPB she feels like she's "trying to put out a forest fire with a garden hose."

Richard Cordray, director of the CFPB, noted in prepared remarks that U.S. Census data show nearly 6 million Americans ages 25 to 34 lived with their parents in 2011. It's estimated that this age group made up 27% of all home buyers in 2011, the lowest share in the past decade, according to the National Association of Realtors.

"Young consumers bowing under large debt loads may be unable or unwilling to buy a car or a home," Cordray said.

Ideas for easing the problem include finding a way that students could refinance their expensive private student loans if they've managed to regularly make their monthly payments on the high-interest student loans.

Students often apply for private student loans when they're "young, have scanty credit history, and have little or no income," Cordray said in the statement.

Under some sort of refinance program, the federal consumer agency noted, the rates could be lowered to reflect that the student has graduated, found a job and isn't as big of a risk as when a student, the CFPB said. Responsible borrowers would be able to receive a break under the proposal.

Mark Kantrowitz, a student loan expert and publisher of Edvisors Network, about two dozen websites on planning and paying for college, said there are no prepayment penalties on private student loans, so there's nothing to stop refinancing, except for a lack of lenders offering loans with better interest rates.

"One would think that there should be more refinancing activity a few years after graduation, when the borrower becomes a proven asset," Kantrowitz said. But non-bank lenders aren't re-entering the student loan marketplace, he said.

One newer firm, Social Finance, is using social communities and offering refinancing of student loans. But there are not many major refinancing programs now for private student loans.

The Consumer Bankers Association, which represents some private student lenders, said it's working with banking regulators, including the FDIC, to allow private lenders the ability to offer additional options that would create more student loan repayment flexibility. But it has no proposal regarding refinancing student debt.

Pace Bradshaw, vice president of congressional affairs at the CBA, said the group is focused on discussing some new temporary modifications that could assist some borrowers during a three-year period after graduation. The idea is to give student borrowers help early so they can avoid default, he said.

The major problem that troubled borrowers face, he said, is a lack of employment.

The banking group's letter to regulators in March stressed that not all or even most past-due borrowers can be helped by flexible repayment options.

"In many cases, prolonging the inevitable only makes things worse," the letter said. "But there are a significant number of cases where borrowers can avoid default and bring their loan payments current if lenders have more regulatory flexibility to work with them."

Other proposals by the consumer watchdog group call for offering more help to borrowers in distress, including those who have fallen behind on private loans.

It's essential, of course, that regulators and lenders put ideas on the table and take action to address the student debt problem. Too many with private student loans are likely to be caught in financial crises of their own. Source

News : Kirsten Gillibrand Aims To Jumpstart Student Loan Refinancings With New Bill

Debtors with high interest rates on their federal student loans would refinance into cheaper loans under proposed legislation to be unveiled this week, in a move that would lower borrowers’ burdens and potentially hurt private lenders and investors.

The plan sponsored by Sen. Kirsten Gillibrand (D-N.Y.) would force the U.S. Secretary of Education to automatically refinance most government loans carrying interest rates above 4 percent into fixed, 4-percent loans. Roughly nine of 10 federally-backed loans would be affected, saving nearly 37 million borrowers billions of dollars in annual interest payments.

“At a time when corporations, homeowners and even local governments are refinancing at historically low interest rates and saving millions of dollars, students and families who take out loans to pay for college are getting left behind," Gillibrand said. "Ensuring that our graduates are not saddled with unmanageable debt by keeping interest rates low is just common sense."

The proposal targets loans funded and owned by the Education Department through the Direct Loan program, as well as government-guaranteed debt owned by the government and the private sector under the Federal Family Education Loan program, an initiative that was ended as part of President Barack Obama’s healthcare overhaul. The bill calls on the Education Secretary to devise a process that would refinance FFEL loans owned by private lenders and investors.

If passed, the legislation would immediately aid borrowers who cumulatively hold nearly $1.1 trillion in student debt. Financial regulators and Obama administration officials in recent months have warned that record student debt levels risk undermining economic growth, as burdened households are likely to reduce consumption and other types of borrowings that would be used to finance big-ticket items such as houses and new cars.

The bill may hurt companies like Sallie Mae, the nation’s largest student loan company, which owns about $119 billion in FFEL debt and derives most of its income from that program, according to securities filings. Investors in securitized FFEL debt also may suffer as the loans underlying their securities would be repaid, denying them the interest income they had been counting on.

Sallie Mae estimated in its most recent presentation to investors that the Education Department owns $494 billion in Direct Loans and $147 billion in FFEL loans. The student loan company estimates private lenders and investors own about $291 billion in FFEL debt.

The Center for American Progress, a left-leaning policy and advocacy group, estimates that Gillibrand’s proposal in its first year would save borrowers about $14.5 billion off their student loan payments, boosting U.S. economic activity by $21.7 billion.

Her bill would help struggling debtors such as Alex Newman, a 2009 graduate of the State University of New York at Plattsburgh who joined Gillibrand at a Sunday news conference. Newman, a Harlem teacher, said he has about $20,000 in federal student loans and little money left over after monthly expenses and debt payments to plan for his future.

“I hope to one day have a family, buy a house, and pay for my child's education -- but with interest rates where they are, I have no ability to save,” Newman said.

It’s unclear how much taxpayers would lose in forgone interest income if tens of millions of borrowers had their high-rate debt refinanced into cheaper loans. Gillibrand’s aides said they will ask the Congressional Budget Office to estimate the proposal’s price tag, and would then figure out how to pay for it.

Her legislation does not yet have any cosponsors, though she aims to rally support for the bill by this fall, when Congress is expected to reauthorize the Higher Education Act.

The New York Democrat joins a growing list of lawmakers who have proposed legislation in recent years to help borrowers refinance student loans carrying record relative interest rates, including Sens. Jack Reed (D-R.I.) and Sherrod Brown (D-Ohio).

Washington’s increased interest in student loan issues comes as the Education Department is forecast to generate a $51 billion profit this year from lending to college students and their families, a figure higher than the 2012 earnings of Exxon Mobil, the nation’s most profitable company, and roughly equal to the combined net income of the four largest U.S. banks by assets.

The Obama administration’s profits are due to the historically high gap between what it costs the U.S. government to borrow and what students and their families pay to borrow from the Education Department.

Interest rates are set by Congress. About three-fourths of all federal student loan dollars disbursed this year carry interest rates of either 6.8 or 7.9 percent, according to Education Department budget documents.

The rates have not been reduced despite the broader decrease in borrowing costs across the economy. For example, when Congress set today’s rates in 2007, the average new 30-year, fixed-rate mortgage could be had for about 6.3 percent, according to Freddie Mac, the government-backed mortgage financier. This month, the average new 30-year, fixed-rate mortgage carries a 3.5 percent interest rate.

Thanks to efforts by the Federal Reserve, it’s never been cheaper for homeowners, car buyers, businesses or investors to obtain financing. Students who borrow from the federal government, however, have not benefited from the historically low rate environment.

"Corporate entities, homeowners, and many others have been able to refinance debt at quite low rates, and student loan borrowers are wondering why they can't do the same," Rohit Chopra, the Consumer Financial Protection Bureau’s top student loan official, has said.

The CFPB has noted the dearth of refinancings for student loan borrowers and is working to increase debt refinancings and loan modifications for those who are struggling. Policymakers reckon that high-rate student debt may be having a "domino effect" on the U.S. economy, causing younger Americans to purchase fewer homes.

In a report this month, the consumer bureau suggested a refinancing program that could rely on the Federal Financing Bank, a government corporation that borrows from the Treasury and lends to agencies and borrowers with government guarantees, to provide funding. Source

For example, charge card companies make money from charging rates of interest and penalty costs on their own clients. Clearly, clients who neglect to pay their balances quickly pay more even when it requires them a while to pay back their bill. Ultimately, the charge card company remains the one that benefits.

Students Need Credit

It's also interesting to understand that students is going to do everything to be able to pay back their charge card financial obligations. Although, students may get behind on their own obligations, they'll still have some way to repay their financial obligations especially because they are going to graduate and discover employment. Students could get a component-time job, get an education loan, or borrow using their parents or relatives the cash to obtain business charge card financial obligations.

Students have to cleanup their credit history from the unimpressive records. They have to grow their credit score to ensure that future companies and creditors will find them worth their approval. Thus, charge card companies realize that no matter what, students will try to settle their charge card financial obligations eventually.

Cellular this, it can be the scholars how they'll use their student charge cards for their advantage. Charge card companies don't have to be the sole ones to learn. News : Americans Reduce Credit Card Debt but Increase Student Loans

Americans Reduce Credit Card Debt, Increase Student Loans
Americans shed credit card debt in the month of March, but added to their student loan debt burden, according to Federal Reserve data released today. Learn more about the looming student debt crisis.

Americans shed $1.7 billion in credit card debt in the month of March, but added $9.7 billion in non-revolving debt, primarily for car and student loans, the Federal Reserve reported today.

Revolving – or credit card debt – was $846.2 billion in March, a decrease of 2.4 percent from February, according to the Fed, while non-revolving debt increased 5.9 percent to more than $1.96 trillion. Student loan debt represents more than $1 trillion of this revolving debt, according to March estimates from the Consumer Finance Protection Bureau or CFPB.

“Unlike other consumer credit products, student debt keeps growing at a steady clip,” Rohit Chopra, student loan ombudsman for the CFPB, said in a statement.  “If current trends continue, there will be consequences not just for young people, but for all of us.”

Heavy student loan debt levels may prevent young adults from qualifying for other types of credit, including home mortgages. The resulting loss in purchasing power could slow the U.S. housing recovery and overall economic growth.

Roughly 60 percent of students attending American colleges borrow money each year to cover educational costs, according to the website American Student Assistance. The average student loan debt has increase 58 percent since 2005 to more than $27,253 today, according to a recent report by FICO Labs.

As Americans pile on student debt, the student loan default rates continue to rise, according to a September report from the U.S. Department of Education.  More than 9 percent of borrowers facing their first student loan repayments between Oct. 1, 2009 and Sept 30, 2010 had defaulted on the loans by Sept. 30, 2011. That’s 375,000 of 4.1 million borrowers from nearly 6,000 institutions.  Default rates are highest for students attending for-profit institutions and lowest for borrowers attending private, non-profit schools. How to Start Paying Off Your Student Loans

Long gone are the days when our parents paid their way through college with just a part-time job. Life was good in 1975 -- tuition at Duke University, for instance, was $2,780 per year-- but times have changed: the Soviet Union collapsed, Snooki's pregnant, and college tuition is ridiculously expensive. But paying off loans doesn't have to leave you in a world of financial hurt, as long as you think ahead and find ways to pay them off early. Her Campus has tips to get you started.

1. Know thyself.
You're not expected to have your financial aid plan memorized, but even if you have the world's most photographic memory, you should double check it before developing a payment plan. "The biggest mistake [students make] is not being aware of how much they have borrowed and not being prepared when the loans go into repayment," says Kevin Paskvan, senior associate director of financial aid at Kenyon College. The first step is to compile all the personal information you'll need; Paskvan suggests creating an account with the U.S. Department of Education's National Student Loan Data SystemSM (NSLDSSM). As for privately funded loans, visit or contact your school's financial aid office to stay up to date with your payment status. It's also a good idea to visit FinAid.org to see where your school stands with respect to fine print, like no-loan policies and tuition freezes and cuts.

2. Get organized.
Make a comprehensive list of all of your loans, including terms, deadlines, and interest rates for each. Visualizing your loans increases your efficiency and eliminates the possibility of accidentally late payments, which can exacerbate your debt substantially. Clueless about what all those numbers mean? Try organizing your loans on the criteria of cost (the amount you have to pay) and deadlines (the time you have to pay it); those numbers will determine your priorities for you. CBS News suggests that students begin paying off their largest loans first, presumably to reduce the burden early on. "The quicker you pay off any interest-bearing loan, the less you will pay in interest in the long run," explains Paskvan. "If a student has debt with higher interest rates (e.g., credit card debt), it might be better [for her] to pay off higher debts before lower-debt loans." This may or may not apply to your situation, so personalize your payment plan by first calculating the monthly interest on your loans.

3. Consider consolidating your loans.
If you have several federal loans to keep track of and you're worried about meeting deadlines, combine all of them into one monthly payment to simplify matters. There are two types of consolidation loans: traditional direct and special direct, the latter of which has different eligibility requirements and benefits, as well as an application deadline of June 30, 2012. Get on top of this early and you may save yourself a hassle down the road.

4. Don't be afraid to ask questions!
Most college graduates aren't finance and economics majors, and understanding financial jargon can be difficult, so take advantage of the information and services available to you. If you're confused about the terms of a loan, communicate with your loan servicer (in other words, the guys who bill you for your loan). The numbers and analyses you see on your tuition bill and the NSLDSSM may be computer-generated, but ultimately, your finances are in the hands of mere mortal humans who can help you through the process. If you'd rather punch the numbers from home, check out LearnVest.com, a financial advising and monitoring site specifically geared toward women. After you create an account (it's free!), LearnVest provides a means through which you can keep track of and budget your income, bills, and spending, as well as learn financial strategies through its "boot camps." Paid memberships offer additional features such as budgeting courses, access to an expert, and a management plan tailored to your fiscal status as a "Recent Grad," for example, or a woman "In Money Trouble." There's no excuse -- stay informed by either talking to a financial advisor or managing an online account, both of which are convenient and invaluable resources.

5. Keep in touch with your financial managers.
Your loan servicer is capable of more than interpreting complicated terms and conditions, so contact the organization managing your loans in times of trouble, as well. It's always better to meet your deadlines (see number 1), for example, but you should still call your loan servicer if you know you'll miss a payment. Do not assume that they won't notice that you've missed the deadline or that the reason you've defaulted on your loan is inexcusable -- on the contrary, your lender may cut you some slack. And even if your credit rating ultimately suffers, your loan servicer will appreciate the fact that you've shown genuine concern. Source

News : A Better Approach to Student Loans

STUDENT LOAN RATES are going to double in July. And, no, that’s not nearly as terrible as it sounds.

Last year, President Obama promised to prevent such a scary-sounding outcome to whip up enthusiasm for his reelection campaign. In fact, only some rates were set to increase from 3.4 percent to 6.8 percent, and that would have been only on new loans, not existing ones. And even if certain rates had ratcheted up, the government still would have been giving students — risky borrowers, that is — a tremendous deal, and with very generous repayment terms to boot. Nevertheless, cowed lawmakers agreed to keep the lower rates in place for another year, cobbling together $6 billion to pay for it.

This year, the president is taking a more responsible approach, and it seems as though Congress might, too. If, that is, lawmakers can overcome the demagoguery that is almost certainly about to crop up as last year’s rate extension approaches its expiration date.

Right now, Congress simply sets student loan interest rates in law, and they stay at that level for as long as lawmakers designate, regardless of how much it costs the government to borrow. That makes student loan rates excellent playthings for politicians in search of campaign gimmicks; the Democrats began campaigning on the 3.4 percent rates back in 2006.

But in his latest budget, Mr. Obama proposed to take that campaign cudgel off the table. He would peg student loan rates to the rate at which the government borrows, with a relatively modest markup to account for the risks taxpayers are taking. Since the government’s borrowing rate is rock-bottom right now, the early years of the program would see rates lower than the 6.8 percent expected in July. But with normal interest-rate fluctuations over a 10-year window, however, the administration reckons the program would have no effect on the budget. It could even make money for the government.

The reform’s primary attraction is that it would tie the amount students must pay to the real cost of borrowing and, therefore, to the real state of the economy. The program wouldn’t cost more when the government’s borrowing costs are higher. At the same time, the size of the subsidy the government offers to students wouldn’t change with interest rates, as it does now. Combined with Mr. Obama’s more generous, income-based repayment and forgiveness policies, students wouldn’t have to face crushing loan payments after they graduate, even when interest rates rise.

Jason Delisle, the New America Foundation’s higher-education maven, points out that there’s still a lot more Congress and the White House have to fix. They could save billions, for example, by unifying the various loan terms the government offers to students who come from families of differing incomes. Income-based repayment would protect all after graduation. And, Mr. Delisle notes, Congress should remove certain incentives to borrow mountains of money for graduate studies that the government would probably never get back.

Still, the president has given lawmakers a proposal worth working on. They should take it up. Source

Prepare it! Student loan rates were higher

Congress has till July 1 to puzzle out how it is going to great deal with the impending addition in student loan rates. Whenever a proposal isn't composed and the political leader* on Capitol Hill decide to ignore the topic, and then the rates will double up from the current 3.4 percent to 6.8 percent. The raise may sound bad, as if it will give a big affect on students who devolve on Stafford loans. Merely the fact is that the rise up in loan rates won't have any negative effects and the changes will be minor.

The two most popular student loans are the subsidised Stafford loan and the unsubsidized Stafford loan. The service line charge per unit* for each are currently 3.4 percent and 6.8 percent, respectively. The subsidised Stafford loan’s rate of interest, an highly common loan that's generally offered to educatees whose parents make to a lesser degree $70,000 a year, has been falling for the past six years. The recent drubbing over the possible addition makes the brooding transition—from 3.4 percent to 6.8 percent—seem unhappier than it actually is as a final result. What citizenry go bad to remember is the subsidised Stafford lend was 6.8 percent a mere six years ago.

For those unacquainted the system of rules affected in student loans, loans accepted from late years won't be affected. The 6.8 percent cost increase will only bear on those who are being after on taking out loans for the 2013-2014 academic year—good news for the soon-to-be graduates. Subsidised Stafford loans adopted in the past times won't be impacted since their rate of interest remains at the percent set on the years borrowed. And then, on that point will be a minor addition for continuing students who require to borrow a subsidised Stafford loan. Unsubsidized Stafford loans are not affected in the addition since they've always remained at 6.8 percentage. But the small rise in subsidized loans won't exceed what it's been in the past.

In perspective, the loan addition is hardly anything substantial. Mark Kantrowitz, creator of the informative internet site FinAid.org, explained that the average out subsidised Stafford loan at 6.8 percent aspirant $3,357 during the time that the rate continues in and of itself. The affect on loan debt for educatees aspirant $761 extra in repayment duties over a 10-year period. If you do the math, these appears to be about $1.58 a week. This is course just an mean, but these increase rate is hardly damaging on the educational activity system, specially if the 6.8 percent hike only lasts for one year.

The content here is for educatees to realize that there's no substantial incoming negative effect that is attending put a strain about their financial obligations. These doesn't mean that the percentage increase should be acceptable with open arms. Yes, the rise in lend charge per unit* is not a significant concern. However, any addition that can be prevented should be prevented. The cause for these is simple: if we educatees can owe lower money then why not owe lower money?

The increment to 6.8 percent has been prevented before, merely it wouldn't be a surprise if the higher rate becomes the standard for the 2013-2014 academic year since it's been so for years prior. Although educatees could end up paying a menial $6 more a month barely for that year, Congress is trying to deal with the issue. For example, Representative Joe Courtney (D-Conn.) has proposed legislation that would hold over the loan raise for two years. These sounds like a worthwhile approximation that could give political leader* time to figure out what incisively they want to do about the increase in student loans.

These doesn't mean that all the advised ideas are good ideas, though. The extension of the 3.4 percent rate for two years is a solid proposal for the moment, but President Barack Obama’s plan is nohow adequate due to the fact that he has called for a market-based rate proposal. Lynn O’Shaughnessy of CBS’s “Money Watch” proclaims that Obama’s program would stop the raise temporarily, but the Congressional Budget Office (CBO) has made clear that despite the short-term prevention of a rising subsidised Stafford loan rate, under a market-based solution, “the unsubsidized Stafford Loans would exceed their current 6.8 percent cap by 2016 then top eight percent by 2018.” Holding over one increase means allowing another loan rate to raise instead.

The problem with Obama’s plan is that a market-based charge per unit proposal could lead to unexpected raises, and even though there's an 8.25 percent cap on Stafford loans, I would be more quenched with remaining at the usual 6.8 percent. For now, Courtney has the more beneficial proposal at hand.

Maybe educatees will see an increase in their student loans, but these isn't unprecedented, since it's been these rate before and was even expected as of last year. Educatees will also see no significant fiscal burdens. The hope for the moment is to see if Congress will be able to keep the 3.4 percent rate entire for a couple more years. If not, why concern about some missing quarters from the piggy bank?
